Matanuska-Susitna Borough Road Maintenance Superintendent Construction Inspector- On Call Summer Projects in Palmer, Alaska

JOB SUMMARY: This position is responsible for managing division capital improvement construction projects. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork. MINIMUM REQUIREMENTS: Baccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. Five years of progressively responsible experience in the occupational field, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including one year of supervisory experience. Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated. Completion of the Certified Erosion and Sediment Control Lead Course; TCS (Traffic Control Supervisor) from ATSSA (American Traffic Safety Service Association) required within 1 year of hire; and, AK CESCL (Alaska Certified Erosion and Sediment Control Lead) required within 1 year of hire. OSHA (Occupational Safety and Health Administration compliance certified); and MSHA (Mining Safety and Health Administration compliance certified). Must be able to successfully complete a post-offer physical exam and drug test. Completion of required Incident Command System (ICS) courses in accordance with established Borough policy. DUTIES/RESPONSIBILITIES: Manages capital improvement road construction projects for the Borough. Conducts construction inspections to ensure compliance with contract requirements and public safety standards. Oversees budgets and contractors for all active projects. Makes field changes and works with the public on road upgrades. Negotiates prices and change orders with contractors. Performs the duties of the Road Maintenance Superintendent as needed. Develops project scopes of work. Responds to emergencies and disaster incidents as needed. Performs related duties.
